Barry unloads strong winds and rain in Louisiana

Fifteen production platforms and four rigs were evacuated in the north central Gulf of Mexico, according to a USA regulator as oil firms moved workers to safety ahead of a storm expected to become a hurricane by Friday. All state resources, including helicopters, aircraft, trailers, generators and dozens of state employees, will be on standby.

Barry could have winds of about 75 miles per hour (120 kph), just barely over the 74 miles per hour threshold for a hurricane, when it comes ashore, making it a Category 1 storm. "I am proud of the way our first responders are stepping up to assist in these crucial response efforts, and I ask all Texans to keep those in the storm's path in their thoughts and prayers".

After briefly becoming a Category 1 hurricane, the system quickly weakened to the tropical storm as it made landfall near Intracoastal City, Louisiana, about 160 miles west of New Orleans, with its winds falling to 70 mph, the National Hurricane Center said. The heaviest rain will move into the New Orleans area later today as Barry's center moves north through Louisiana.

A National Oceanic and Atmospheric Administration satellite took a picture of tropical storm Barry as it was swirling over the Gulf of Mexico Friday morning. The Mississippi is now forecast to crest at 19 feet, according to the National Weather Service. Residents were told to shelter in place by 8 p.m. CDT Friday.

U.S. President Donald Trump declared a state of emergency for Louisiana on Friday, freeing up federal disaster assistance if needed. That leaves only 3 or 4 feet for the river to rise before it spills over the levees into neighborhoods.

In much improved news for New Orleans, however, the National Weather Service projects that - even with Barry's wind-powered storm surge - the already-swollen MS will reach 17 feet above sea level - as opposed to 20 feet expected a few days ago. The water is coming from every direction: the Mississippi River is swollen with rain that fell weeks ago farther north, and a storm called Barry is pushing ocean water onshore while it drops more rain from above.

The weather service said the heaviest rain from Barry could come from late Sunday into early Monday if rain bands from the storm move into the Tennessee Valley.

Threatened flooding from a tropical storm in the U.S. Gulf of Mexico that cut almost a third of the region's oil production has forced the shutdown of a coastal refinery, pushing oil and gasoline prices higher on Thursday.

More than 62,000 customers across Louisiana were without power on Saturday, utility providers said. That could balloon to US$3.2 billion if floods overwhelm New Orleans, he said.

Robinson, of Augusta, Georgia, said she doesn't know what will happen to plans for her uncle's memorial if Barry swamps the city. The incoming storm has evoked memories of Hurricane Katrina, the costliest and deadliest hurricane in United States history, which submerged about 80 percent of New Orleans as the city's flood defenses gave way.

Edwards said it was the first time all floodgates were sealed in the New Orleans area since Katrina.

Mandatory evacuation orders were issued in swaths of Jefferson Parish, the east bank of Plaquemines Paris, and south of the Leon Theriot Flood Gate in Lafourche Parish.

Louisiana is already under pressure from floods after the months of rain that have set records across the USA and prevented farm fields from being planted.

New Orleans and Baton Rouge, the capital city of Louisiana, are among the cities at high risk of flooding. Some airlines, including British Airways, have canceled outbound flights from the city through Saturday. This includes rainfall accumulations up to 20 inches, storm surge heights near six feet, powerful winds, and possible tornadoes.
