It was not immediately clear what caused the crash, or why McCormack was flying the Augusta A109E in a driving downpour with a low cloud cover.

The Federal Aviation Administration said on Monday that controllers "did not handle" the flight, but it remained unclear whether there was any communication at all between the helicopter and air traffic authorities.

A helicopter crashed into the roof of a Manhattan building Monday afternoon, killing the pilot, in what officials said was an attempt at an emergency landing.

Immediately following the crash, Mayor de Blasio said the FAA and National Transportation Safety Board would investigate the crash, adding, "It certainly begs the question of whether we need tighter regulations of the use of helicopters in ... densely populated areas".

Brazy told reporters that McCormack had flown a previous flight with one passenger before it departed from the helipad on the East River.

McCormack waited at the heliport for about two hours and reviewed the weather before taking off on what was supposed to be a trip to helicopter's home airport in Linden, New Jersey, Brazy said.

That trip would have taken the helicopter south, over the city's harbor and past the Statue of Liberty.

The crash and subsequent evacuation of the building stirred memories of the September 11, 2001 attacks and brought renewed calls for tighter restrictions for New York City airspace.

CNN reports, Tim McCormack took off in the helicopter from the 34th Street heliport just after 1:30 p.m. and crashed 11 minutes later.

A flight restriction in effect since President Donald Trump took office prohibits aircraft from flying below 3,000 feet within a 1-mile radius of Trump Tower, only a few blocks from the crash site.

The helicopter was flying in a downpour with low visibility.

According to official reports, a crash sparked a fire on the roof of the building, however, no-one inside was hurt.

The pilot was not in WITH air traffic Controlled and was not required to be in for his Flug plan, according to the NTSB.

"Remember, he didn't crash into it sideways, he came down on top of it, at least that's what we know so far", said Dudley. The aircraft did, however, contain other devices for recording data, and investigators continue to search for them, he said.

McCormick was a former fire chief in NY and had over 10 years of flying experience, according to the AP and a Facebook post by the East Clinton Fire Department, where he volunteered.

McCormack received his commercial pilot's license in 2004, according to Federal Aviation Administration records, and he was certified as a flight instructor for a rotorcraft-helicopter a year ago.

Members of the East Clinton Volunteer Fire Department say they are still processing Monday's loss of their former chief McCormack.

"Our family lost a great man Today when my brother lost his life doing his job", the McCormack family said in a Statement to ABC News on Monday night.

Brazy said a salvage crew expected to start moving the wreckage from the roof Tuesday to a secure location, possibly by taking pieces down the stairs and elevator.
