It would ensure Europe's biggest clubs-champions Liverpool included-would retain their place in the Champions League year in, year out.

The report says that the new proposals will be submitted to Uefa ahead of an 11th September summit called to discuss changes to the competition. This year's semi-finalists Ajax, for example, will still need to go through two qualifying rounds to reach the group stages for next season.

If accepted, the new proposal could see the existing 32-team competition expand, to include either 40 or 48 teams in the group stages from 2024.

Alternatively if UEFA don't agree to that plan, a 48-team competition could feature eight groups of six teams each, potentially producing 10 group games a season.

This plan would be an alternative to the suggestions of Juventus and European Club Association (ECA) chairman, Andrea Agnelli.

Seven Spanish clubs, but not Real Madrid nor Barcelona, are also against the plans, along with the Bundesliga clubs, while 17 Ligue 1 sides came out against the project while Paris Saint-Germain, Lyon and Marseille abstained. There would be 32 teams in the second division, now the pre-existing Europa League, and 64 in the third division, split geographically.

"We don't have all the answers, nothing is set in stone and it's going to be a long process, maybe a matter of months", before it is established exactly how the various UEFA competitions will look, he said.
