Unlike JPMorgan, Wells Fargo is grappling with unprecedented sanctions from the Federal Reserve that prevent the bank from growing.

The Federal Reserve has signaled it is unlikely to raise interest rates in 2019 given risks to the US economy from a global slowdown, which investors have feared could pressure net interest income, or the difference between what a bank earns on loans and pays on deposits. The bank has so far failed to convince regulators to lift the tough penalties. The bank said wealth and investment management deposits were hurt by customers shifting cash to higher returning alternatives. However, it has struggled under the weight of a scandal that emerged in 2016, in which staff opened millions of fake or unauthorised accounts to meet sales targets.

Shares of JPMorgan rallied 4%, while Goldman Sachs, Bank of America Merrill Lynch, and Citigroup rose almost 3%. Fees from mortgage banking, a bread-and-butter product for Wells Fargo, fell 24% to $708 million in the first quarter from $934 million a year earlier. Including dividends, Wells Fargo said it returned $6 billion to shareholders in the first quarter.

While the bank searches for Sloan's successor to move it past problems that have now brought down two CEOs, it demonstrated progress on initiatives he had started. Warren Buffett, Wells Fargo's leading shareholder, has urged the board of directors not to hire someone from Wall Street. A year ago the Federal Reserve capped the size of Wells Fargo's assets after the bank repeatedly found itself in one bank-related scandal after another, starting in 2016 with the uncovering of millions of fake checking accounts its employees opened to meet sales quotas.

Wells Fargo interim CEO Allen Parker said he remains focused on three priorities, including supporting all team members to better serve customers, exceeding expectations set by regulatory bodies, and transforming the bank.

Wells Fargo has also unloaded several businesses in recent months.
