But talks appeared to be stuck over the final point - a United Kingdom statement which would help the Attorney General change his legal advice on whether the backstop would last forever or not.

In preparation for today's vote, the government published details on how the government would proceed should Parliament decide to leave without an agreement. "There will be no new negotiations".

"We will essentially be voting on exactly the same Withdrawal Agreement that we voted on last time and in very simple terms: if you ask the same question you are likely to get pretty much the same answer", said Mark Francois, a pro-Brexit lawmaker in May's Conservative Party. It is what you do with this second chance that counts.

"There will be no third chance".

"There will be no further interpretation of the interpretations and no further assurances on the reassurances".

"The choice is this deal or Brexit might not happen at all", he said.

Wilson said the legal assurances secured by May "fall short" of her promises, but he did not indicate whether the party would, again, vote against the Withdrawal Agreement in the House of Commons.

The main disagreement over the border issue has been an EU-suggested backstop - keeping Northern Ireland in the EU single market and the Customs Union after Brexit until a solution is found - because it would create a sort of a border within the U.K.in the Irish Sea. The UK government will also make a "unilateral declaration" that if the backstop comes into use and talks break down, the backstop will not apply.

British lawmakers' opposition to the deal centres on concerns over arrangements for the Irish border.

The 11-strong Independent Group of MPs has tabled an amendment to force the PM to seek an extension of Article 50 to hold a so-called People's Vote before the end of September.

"It's staggering that we are in this position with only days until we are due to leave".

"We were prepared to be pragmatic towards it, but now, it seems the only paths are to see a catastrophic no deal outcome, the government working across the House of Commons to find a softer version of Brexit, or reconsidering Brexit in its entirety".
