SURPRISE: Cuomo Cancels Dreaded L Train Shutdown

The L train shutdown was scheduled to begin April 27 and last 15 months, crippling a key piece of the city's transportation network.

The city had planned to close the tunnel, which runs between Brooklyn and Manhattan, for 15 months beginning in April to fix two tubes located beneath the East River. The MTA claimed that a 15-month shutdown was the fastest and cheapest way to fix the tunnel.

The plan called for replacing old electrical equipment by removing a damaged concrete benchwall that lines the tunnel and encases power cables.

Gov. Andrew Cuomo abruptly canceled the plan Thursday, just three months before it was to take effect, saying a team of experts had come up with a way to overhaul a flood-damaged tunnel beneath the East River without closing it or even significantly curtailing service.

"You'll pardon transit riders for being skeptical that a last-minute Hail Mary idea cooked up over Christmas is better than what the MTA came up with over three years of extensive public input", John Raskin said in a statement.

The work could be completed on nights and weekends only, with a single tube providing continued service in both directions during work periods. Unstable portions will be repaired, and the rest will remain as is. "Smart" fiber optic cables would be installed to detect cracks in the bench wall.

Plainly, the governor woke up Friday feeling stung by the skeptics who were daring to question the viability of his surprise L-train plan.
