After a pair of major announcements earlier this week, Mayor Bill de Blasio delivered his annual State of the City address on Thursday.

"When a landlord tries to push out a tenant by making their home unlivable, a team of inspectors and law enforcement will be on the ground to stop it in time", said de Blasio in his address.

It will enforce New York City laws including paid sick leave and will help workers like nannies and drivers get paid when their employers give them trouble. All services will be available on a sliding scale and will cover roughly the 600,000 city residents without insurance, roughly half of whom are undocumented immigrants.

The mayor's team said it would advance legislation in the City Council to expand the transfer program and permit officials to take control of "upwards of 40 of the most distressed multi-unit buildings" each year. At this point, there are more questions than answers, but one thing is certain-if successfully enacted, the mayor's paid time off proposal will significantly impact New York City employers.

"We as a country must get there, and New York City will lead the way", he said. "Well-connected developers should not be getting sweetheart deals on the taxpayers' dime".
