The U.S. has notified Turkey of the plan, which is part of the required process, U.S. officials said. But the treaty permits "extraordinary", or unscheduled, flights if two participating members agree.

Southwest passenger Moe Storch said on Twitter that the plane hydroplaned on a wet runway after landing and that the pilot regained control, hit brakes and reverse thrust "just in time". Southwest tweeted the airline will refund the passengers ticket costs and will make an "additional gesture of goodwill". The area had heavy rain - up to a half inch in an hour at one point, and a flood advisory is in effect for Los Angeles County, where the airport is located, KTLA reported.
