Russian Federation in 'material breach' of nuclear arms treaty: NATO statement

"The United States declares today it has found Russian Federation in material breach of the treaty and will suspend our obligations as a remedy effective in 60 days unless Russian Federation returns to full and verifiable compliance", Pompeo said at a NATO meeting in Belgium.

NATO formally accused Russia on Tuesday of breaching the 1987 Intermediate-range Nuclear Forces (INF) Treaty, which rid Europe of land-based nuclear missiles, issuing a statement that supported USA accusations of Russian violations.

A US exit from the INF treaty would put another strain on NATO allies already shaken by Trump's demands for higher defense spending and what diplomats say is a lack of clarity about where USA strategy is heading on the issue. The U.S. has shared intelligence evidence that the ground-fired cruise missile could give Moscow the ability to launch a nuclear strike in Europe with little or no notice.

"Its range makes it a direct menace to Europe", Pompeo said of the missiles, which also are called Novator 9M729.

"Russia┬┤s actions gravely undermine American national security and that of our allies and partners".

Hard to detect and fired from mobile launchers, the Russian missiles are especially unsafe because they reduce the warning time that North Atlantic Treaty Organisation air defenses might have to shoot them down, military experts say.

Pompeo said there was no reason why the USA "should continue to cede this crucial military advantage" to rival powers.

The United States will suspend its obligations under a landmark nuclear treaty in 60 days in response to Russia's alleged violation of the pact, Secretary of State Mike Pompeo said Tuesday.

Until then, Pompeo said, the USA would not "test or produce or deploy any systems" that would breach the treaty.

"The United States has remained in full compliance with its obligations under the INF Treaty since it entered into force", the ministers said in their joint statement.

President Donald Trump previously threatened to withdraw from the treaty signed by Ronald Reagan and Soviet leader Mikhail Gorbachev.

The INF was a bilateral treaty between the USA and the then Soviet Union, so it puts no restrictions on other major military actors like China.

"Allies have emphasised that the situation whereby the United States and other parties fully abide by the Treaty and Russian Federation does not, is not sustainable", they warned.
