One person was killed and two others were injured in a rush hour stabbing rampage in downtown Melbourne Friday, that saw police shoot a knife-wielding suspect near a burning vehicle.

Melbourne, Australia's second largest city, is a cosmopolitan metropolis of nearly five million people famed for its cafes, bars, restaurants and high standard of living.

Chief Commissioner Graham Ashton said on Saturday the Somalian-born Khalif, also known as Hassan Shire, was the brother of a man arrested by police late a year ago in relation to committing acts in preparation for a terrorist attack. He had placed several barbecue gas canisters in the back of his pickup, with the outlet valves open, but they had failed to ignite.

The suspect has been "known to police mainly in respect to relatives he has that are certainly persons of interest to us", Ashton said.

Police identified the man responsible for Friday's attack as 30-year-old Hassan Khalif Shire Ali and said he was radicalised and inspired by the militant group's propaganda.

He had a minor offending history of drug, theft, and driving offenses, according to the report.

One of them has succumbed to injuries, police said. The man was shot in the chest by police and died of his injuries in hospital.

It then showed a man approach two police officers with what appears to be a knife, and attempt to stab them.

He condemned unlawful acts such as damaging the film's banners and demanding the removal of certain scenes from the film. However, recently in an interview, TTV Dhinakaran revealed that Komalavalli is not the birth name of Jayalalithaa .

The Islamic State claimed responsibility for the attack and authorities say they are investigating it as an act of terrorism.

IS, which has suffered heavy battlefield setbacks in Syria and Iraq in the past year, often claims attacks in an opportunistic vein.

In a statement, Victoria Police said a man was arrested at the scene and taken to hospital in critical condition.

Melbourne resident Meegan May told news.com.au she was on a tram on Bourke St heading into the city when it stopped just before Elizabeth St about a block before the mall. One of the victims also died and the two others were hospitalized. It said the man was an Islamic State fighter and had responded to IS calls for attacks in countries that are part of the global coalition fighting the militants in Syria and Iraq.

Police are telling all members of the public to avoid the CBD, although dozens of witnesses are being interviewed by officers at the scene.

The man was shot in the chest by police.

The person is known to police.

Yesterday's attack was a double blow for the city as it coincides with an ongoing murder trial of 28-year-old James Gargasoulas, accused of ploughing his auto into crowds in the same area in 2017, killing six people.

Victorian Premier Daniel Andrews has praised both authorities and members of the public for their quick response in taking down the offender.
