He said with the government's move in abolishing the death penalty, the Pardons Board will now be tasked at looking into the position of death row convicts, which would either see their sentences commuted or released.

Government minister Liew Vui Keong reportedly said earlier Thursday there would be a moratorium on executions for inmates now on death row.

The Malaysian government has chose to abolish the death penalty and a proposed Bill is expected to be tabled at the next parliament sitting, local media reported on Wednesday (Oct 10).

Mr Guterres, in a statement marking the 16th World Day Against the Death Penalty, said progress made toward eliminating the death penalty had been "marred by setbacks".

Two Chilean tourists, now on trial for the murder of a Malaysian man, would also have faced the death penalty if found guilty of murder.

More than 1,200 people are on death row in Malaysia, which mandates hanging as punishment for a wide range of crimes including murder, drug trafficking, treason, kidnapping and acts of terror.

"The death penalty is a violation of the right to life as proclaimed in the Universal Declaration of Human Rights".

"We need to look into it and hear the views of all, but as it stands today, the decision is to abolish the death penalty, " Liew stressed after a law reform talk at a Malaysian university.

The abolition of the death penalty could save the life of Sydney grandmother Maria Exposto, who was found guilty of drug trafficking by the Court of Appeal of Malaysia in May. Amnesty International said it was "a major step forward for all those who have campaigned for an end to the death penalty in Malaysia".

Regionally, only Cambodia, the Philippines and Timor-Leste have abolished the death penalty.

Once capital punishment is scrapped, Malaysia will have the moral authority to fight for the lives of Malaysians facing death sentences overseas, he added.

Only 23 countries retain the death penalty, with China believed to be the "world's top executioner", according to Amnesty International in its report last month on capital punishment in 2017.

"The death penalty will be abolished, full stop".
