The FDA is giving the five top-selling e-cigarette brands - Juul Labs Inc., Vuse, MarkTen XL, Blu, and Logic - 60 days to provide plans for how they will mitigate sales to minors.

Although e-cigarettes can potentially help adults quit smoking regular cigarettes and other smoked tobacco products, the CDC warns they are not safe for youth, young adults, pregnant women or adults that don't use tobacco products.

In a statement, VTA Executive Director Tony Abboud asked: "Does FDA really want millions of Americans to return to smoking cigarettes?"

Gottlieb reiterated his belief that certain e-cigarette liquid flavors - including sweet ones such as mango and cucumber, popular among teenage Juul users - are particularly enticing and even marketed directly to children.

But it added that "appropriate flavors play an important role in helping adult smokers switch", spokeswoman Victoria Davis said.
