Bell is now refusing to sign his franchise tag, which would pay him $14.5 million this season. The team appeared hopeful he would report this week - as he did past year to end his holdout when Week 1 began - but with Sunday's opener against the Browns looming, his support appears to be losing steam.

Bell and the Steelers spent each of the past two springs failing to come to terms on a new contract. Why let your agent say this? Bell's chair remained tucked neatly into his locker on Wednesday, meaning he will nearly certainly not be available when the Steelers open the season in Cleveland this weekend.

There had been speculation if he would report or not after he failed to do so on Monday for the team's first regular season practice.
