Hurricane Florence's uncertain track sows fear; 10 million in crosshairs

Evacuations were imposed for parts of three East Coast states Tuesday as millions of Americans prepared for what could become one of the most catastrophic hurricanes to hit the Eastern Seaboard in decades.

About 5.25 million people live in areas under hurricane warnings or watches, and 4.9 million live in places covered by tropical storm warnings or watches, the National Weather Service said.

"And that's saying a lot given the impacts we've seen from Hurricanes Diana, Hugo, Fran, Bonnie, Floyd, and Matthew", the organization said in a statement that was circulated on Twitter.

Industrial waste, including toxic ash from power plants, could also be spread by flooding from the massive storm, which has caused mandatory evacuations of coastal areas in both Carolinas and Virginia, the AP reports.

In Miami-Dade County, Florida, officials left almost 4,500 prisoners inside facilities during Hurricane Irma in 2017, even though multiple prison facilities in that county were demolished by Hurricane Andrew in 1992. Current forecasts call for Florence to be at least a Category 3 storm when it arrives at the Carolinas.

Florence could strengthen some over open water and then weaken as it nears land, but the difference won't make it any less unsafe, forecaster Stacy Stewart wrote in a National Hurricane Center discussion.

A state of emergency has been declared in D.C. and in states, including Virginia and the Carolina's. Wilmington, North Carolina, just north of where Florence appeared headed for shore, grew empty and quiet on Wednesday.

The pivot in the forecasted track of Florence led Georgia's governor to declare a state of emergency for all 159 counties, home to 10.5 million people.

"It's been really nice", Nicole Roland said.

"We are uniquely positioned to establish a quick ad-hoc supply chain to support relief efforts", said Bettina Stix, an Amazon veteran credited with developing DRbA.

Across the Carolinas, people are preparing for what experts believe could be a devastating storm.

Forecasters are also warning the storm could linger for days after making landfall.
