Included in the announcement was a radical change allowing top high school and college players to hire agents while remaining eligible for college play. College players will also be allowed representation as soon as their seasons end if they request an evaluation from the NBA Undergraduate Advisory Committee.

ESPN's Jonathan Givony was trying to get to the bottom of the rule changes, and he initially noted some confusion about what was going on.

- Collegiate players will now be able to participate in the NBA Draft, yet return to school if they are undrafted. The agent's work would stop if the player enrolls in or returns to college. Under previous rules, players could "test the waters" of National Basketball Association interest, but had to withdraw from draft consideration 10 days after the combine. "And if you're not on the approved list, and you want an agent, then are you stuck in the old days, and can be declared ineligible?" an agent of college basketball coaches told The Post. For instance, student-athletes can make up to five official visits during their junior year of high school and another five visits during their senior year.

- Division I schools will be required to pay for tuition and related expenses for men's and women's basketball players who leave school and return later to earn their degree.

If coaches and staff are making any money off an outside company - like an "apparel company" - they will have to report that to their schools, too.

University presidents and chancellors will also now be personally resposible for their athletics programs abiding by the NCAA's rules.

The changes also allow the NCAA to accept during investigations outside information that has been "established by another administrative body or a commission authorized by a school".

"The September 2017 announcement of a federal investigation into fraud in college basketball recruiting made it clear the NCAA needed to make significant changes - and do so quickly", the NCAA wrote on it's website.
