China vows to hit back over new United States tariffs

President Trump escalated his trade war with China Tuesday, identifying an additional $200 billion in Chinese products that he intends to hit with import tariffs. On Friday, the US slapped 25 percent taxes on $34 billion in Chinese imports, a lot of them are industrial goods that the Trump administration says receive subsidies or other unfair support from Beijing.

Administration officials said a two-month process would allow the public to comment on the proposed tariffs before the list is finalized.

"For over a year, the Trump administration has patiently urged China to stop its unfair practices, open its market, and engage in true market competition", Trade Representative Robert Lighthizer said in announcing the proposed tariffs.

China formally responded to the latest United States move on Wednesday, with a Chinese Ministry of Commerce spokesperson calling it "unacceptable". That would leave China only US$80 billion for further retaliation.

The Republican chairman of the U-S Senate Finance Committee says the move is reckless.

He said the administration should get back to the negotiating table with China.

A senior administration official told Fox News that China has been "non-responsive" to USA actions and has insisted that Beijing does not see any way America has been hurt by Chinese policies.

Meanwhile, farmers hurt by Chinese tariffs on USA agricultural exports pose a political risk for Mr. Trump and for Republicans, especially as the November midterm elections loom.

"It is totally unacceptable for American side to publish a tariff list in a way that is accelerating and escalating", said a Commerce Ministry statement.

This has raised concerns that China could retaliate with non-tariff trade measures. "What's next is not so much a trade war or even a cold war as the dawn of an ice age in relations between China and the United States".

The USTR will accept public comments and hold hearings August 20-23 before reaching a decision after August 31, according to a senior USA official who briefed reporters on condition of anonymity.

The US Chamber of Commerce has supported Trump's domestic tax cuts and efforts to reduce regulation of businesses, but it has been critical of Trump's aggressive tariff policies.

The International Monetary Fund has warned that a full-blown trade war could undermine the broadest global upswing in years.

"There certainly is going to be pronounced risks mainly because we have now moved on to the tit-for-tat-for-tit phase of it", said Vishnu Varathan, head of economics and strategy at Mizuho Bank in Singapore. "China has not changed its behaviour - behaviour that puts the future of the US economy at risk".

Financial markets could take a harder fall if China retaliates to the latest volley of US tariffs, as Beijing has vowed, according to research firm Capital Economics.
