United Nations chief welcomes North Korea's closure of nuke test site

Satellite photos indicate North Korea has begun dismantling its nuclear test site ahead of a historic summit between leader Kim Jong Un and President Donald Trump, a United States monitor said Tuesday.

The report said plenty of work remains, presumably left for the journalists to observe at the ceremony, which the North has said will be between May 23 and 25, depending on weather.

At a party meeting last month, Kim proclaimed that the development of the North's nuclear force was complete and promised no more nuclear or missile tests. However, a final attempt by Bush to complete an agreement to fully dismantle North Korea's nuclear weapons program collapsed that December when the North refused to accept USA -proposed verification methods.

In another sign of improving relations, North Korea this week released three U.S. citizens who'd been imprisoned in the country. He was sentenced in April 2016 to 10 years in prison with hard labor for allegedly "perpetrating state subversive plots and espionage against" North Korea. If we set aside the never-very-plausible idea that the Kims are madmen intent on prepping some secular apocalyptic nuclear confrontation with the USA, a more prosaic, rational strategy becomes clear: build a credible nuclear deterrent, thus making military-backed regime change unthinkable.

Trump's goal is for North Korea to get rid of its nuclear weapons in a permanent and verifiable way.

Satellite imagery shows North Korea has started dismantling its only known underground nuclear test site in line with an announcement the country made last month, a US institute monitoring the North said Monday.

South Korea has said Kim has shown an interest in dealing away his nuclear weapons in return for economic benefits.

"This will be Americans coming in, private sector Americans, not the USA taxpayer, private sector Americans coming in to help build out the energy grid ... to work with them to develop infrastructure, all the things the North Korean people need", Mr. Pompeo said, adding that those investments are wholly contingent on the North Koeans granting "what it is the president has demanded". However, there are lingering doubts about whether Kim would ever agree to fully relinquish the weapons he probably views as his only guarantee of survival.

Given the stage it had already reached, Pyongyang "may feel like they don't need to test anything for a while", he said.

North Korea has invited the outside world to witness the dismantling of its nuclear facilities before. "If North Korea shuns them, it will once again face criticism that the dismantlement was just for show". It was following that trip that Pompeo returned home with three Americans who had been imprisoned in North Korea.

Punggye-ri, in the northeast of the country, has been the site of all six of the North's nuclear tests, the latest and by far the most powerful in September past year, which Pyongyang said was an H-bomb.
