Hours later, the White House said Washington was very confident that Syria carried out the chemical attack, saying USA intelligence shows Russia's claim that the attack was faked was false.

During an emergency U.N. Security Council meeting Friday, Haley said the president is analyzing the situation and taking measures to avoid any repercussions.

The death toll has risen past 70 - including 20 children - in the chemical attack Saturday that targeted civilians. After Russia stepped into the vacuum left by the lack of action against Assad in 2013, Moscow assured Barack Obama and then-Secretary of State John Kerry that all of Assad's stores of chemical weapons had been accounted for and either destroyed or secured.

French envoy Francois Delattre said Assad's government had "reached a point of no return" with its most recent chemical weapons attack.

The Kremlin on Friday threatened to shoot down any missiles the USA may launch at Syria in response to the attack.

Guterres added that the situation in Syria is now the "most serious threat to global peace and security".
