Rauner to veto gun retailer licensing legislation

The Democratic-controlled General Assembly passed the measure about two weeks ago. Earlier in the day, Rauner - speaking to downstate radio station WJPF - gave the first sign of how he would act on the bill.

I'm going to veto that bill.

It would have required gun dealers in IL to obtain a license through the Department of Financial and Professional Regulation, to renew those licenses every five years and to train their employees to conduct background checks and spot potential straw purchasers. "It's just not right".

Senate Bill 1657, sponsored by Senator Don Harmon (D-39), was passed by the House with a vote of 64-52 and House Bill 1273, sponsored by Representative Kathleen Willis (D-77), was passed by the Senate with a vote of 30-23. It would require training of employees and videotaping in "critical areas" of the business. SB 1657 and HB 1273 go so far beyond federal law in its mandatory regulations and red tape imposed at the state level that they would nearly assuredly force the closure of most firearm dealers and prevent prospective owners from opening new ones. To make schools safer, Rauner suggested "highly trained, highly well-armed security personnel at our schools who are very, very talented and able to protect our students".

Rauner spokeswoman Rachel Bold says the governor will veto the measure Tuesday, a week before the state's primary election in which the Republican faces a challenge from state Rep. Jeanne Ives. "The governor's decision was cruel, it was cold and it was calculated to benefit his own politics at the expense of public safety". Rev. Michael Pfleger, activist and pastor at St. Sabina Catholic Church on the South Side, expressed disappointment in a statement Tuesday morning.

"But Rauner said Tuesday the measure amounts to burdensome regulation".
