There is little chance of those cuts becoming real, as presidential budgets are rarely enacted by the U.S. Congress, which controls federal purse strings. More realistic models suggest trillion dollar deficits every year, rising to more than $2 trillion a year by the mid-2020s, with annual interest payments alone topping $1 trillion. The donation announced Tuesday in the White House briefing room comes a day after Trump released a plan to rebuild crumbling roads, bridges and ports.

The American Society of Civil Engineers estimates that $4.59 trillion is needed through 2025 merely to fix existing infrastructure.

The White House also is proposing a $47.5 billion budget next year for the Homeland Security Department, which spends heavily in Texas - a 7.8 percent increase over the present year.

TIGER grants: While proposing a new $200 billion federal infrastructure program, Trump proposes eliminating the Obama-era Transportation Investment Generating Economic Recovery (TIGER) grant program.

The clarification came Monday after President Donald Trump had said earlier in the day that his administration was planning to enact a levy on imports from other countries at the same rates those countries impose on US products.
