Trump's import tax is said to be off table despite his promises

Trump's import tax is said to be off table despite his promises

Congress has final say over spending - but Monday's budget proposal is seen as an important sign of Trump's priorities. "These are spending caps. They're not spending floors", he said.

With a few exceptions, Senate Republicans hold the belief that you have to spend money to make money.

The Indian Health Service would receive $6.8 billion in 2019, an increase of $513 million.

White House infrastructure czar DJ Gribbin told a recent Hudson Institute seminar the administration wants to encourage states and cities to identify new revenue streams, while also making it easier to apply for federal funds.

Nonetheless, the priorities laid down in the massive budget document indicate the outlook and intentions of the financial oligarchy in regard to fiscal and social policy.

Texas could feel the effects of Trump's spending proposals in other ways as well.

That America needs to make a major commitment to updating its infrastructure is unarguable; the question is who is going to pay for it and how will the improvements be funded given the projected $1.5 trillion deficit spending bill just passed by Congress and our $20 trillion and climbing national debt?

The proposed cut didn't come as much of a surprise given that the president past year recommended cutting the EPA by 30%, from $8.2 billion to $5.7 billion, as part of his 2018 budget proposal.

IFM Investors recently raised US$1.7bn for its global infrastructure fund.

And I hope that in the process of me sharing who I am with everyone that they can find their voice, too. He also said he would not want to meet Pence at the pre-opening ceremony.

There would be draconian cuts directed against the jobs, living standards and benefits of federal government workers.

His plan lets Interior Secretary Ryan Zinke approve natural gas pipelines to cut through national parks without any oversight whatsoever. Some critics say the tax is regressive because lower-income people pay a larger share of their income on the levy.

Besides the huge military build-up, the Trump budget calls for an additional $18 billion over two years for building a wall along the US-Mexico border, as well as $5 billion for additional Border Patrol and ICE officers, and a 25 percent increase in the number of beds in immigrant detention facilities, bringing the total daily capacity to 52,000, the highest ever.

The EPA budget says that by September 30, the agency will reduce by 50% the number of permitting-related decisions that exceed six months as part of an effort to reduce "unnecessary reporting burdens on the regulated community". Other items on the Trump wish list include such ultra-right perennials as shutting down the Corporation for Public Broadcasting and eliminating the tiny federal subsidies for the arts and humanities.

There is little chance of those cuts becoming real, as presidential budgets are rarely enacted by the U.S. Congress, which controls federal purse strings. More realistic models suggest trillion dollar deficits every year, rising to more than $2 trillion a year by the mid-2020s, with annual interest payments alone topping $1 trillion. The donation announced Tuesday in the White House briefing room comes a day after Trump released a plan to rebuild crumbling roads, bridges and ports.

The American Society of Civil Engineers estimates that $4.59 trillion is needed through 2025 merely to fix existing infrastructure.

The White House also is proposing a $47.5 billion budget next year for the Homeland Security Department, which spends heavily in Texas - a 7.8 percent increase over the present year.

TIGER grants: While proposing a new $200 billion federal infrastructure program, Trump proposes eliminating the Obama-era Transportation Investment Generating Economic Recovery (TIGER) grant program.

The clarification came Monday after President Donald Trump had said earlier in the day that his administration was planning to enact a levy on imports from other countries at the same rates those countries impose on US products.
