Agency: Rikers Island, 4 upstate jails 'worst' in NY

The sites will need to go through a Uniform Land Use Review Procedure (ULURP) process which includes hearings and recommendations by local community boards, the borough presidents, the City Council, and the City Planning Commission.

The locations include the Manhattan Detention Center at 125 White Street, the Brooklyn Detention Center at 275 Atlantic Avenue, the Queens Detention Center at 126-01 82nd Avenue, and the NYPD Tow Pound at 320 Concord Avenue. Three existing Department of Correction spaces in Manhattan, Brooklyn and the Bronx, as well as a new Bronx site in Mott Haven, will be part of the new system.

There are an average of 9,000 inmates in Rikers a day, according to a release from the Mayor's office.

Besides Rikers Island, which is run by New York City, the Commission on Correction report listed the other "worst offenders" as the Greene County Jail in Catskill, the Buffalo area's Erie County Holding Center and Correctional Facility, the Dutchess County Jail in Poughkeepsie and the Syracuse area's Onondaga County Justice Center and Penitentiary. Together, the four proposed sites will house 5,000 inmates.

The four suspects were arragined Monday on gang assualt charges and returned to Rikers. The union president representing the city's correction officers laid into Mayor de Blasio for his 2016 decision to end punitive segregation for inmates under 21.

Mayor Bill de Blasio says he will not tolerate what has happened to Bouffant. The commission, which has delivered its findings to Governor Andrew Cuomo and the state legislature, has labeled Rikers as one of five "worst offenders" in the state, and details inmate deaths, escape attempts, fires, and conditions that are "unsecure, unsanitary and risky, for staff and inmates alike".

Rikers Island is on the list along with four facilities in upstate NY.

"These facilities pose an ongoing risk to the health and safety of staff and inmates and, in instances, impose cruel and inhumane treatment of inmates in violation of their Constitutional rights", the commission said.

Hospital admissions of inmates skyrocketed to 300 percent in 2017.

Video of the attack shows an inmate punching Souffrant in the face.

Cuomo's chief counsel, Alphonso David, called the agreement the "first positive step" for shuttering Rikers, where he said conditions were intolerable, and chided city officials for agreeing to a 10-year closing plan.
