The video taken by a bystander shows what appear to be security guards, one with a wheelchair, walking away from a woman at a bus stop outside the University of Maryland Medical Center midtown hospital on Tuesday.

Clough added: "While there are many circumstances of this patient's case that we can not address publicly, in the end we clearly failed to fulfill our mission with this patient, no matter the circumstances of her case or the quality of the clinical care we provided in the hospital (which is not depicted in the video)".

He described frigid temperatures in the 30s and a cold wind blowing at the woman's hospital gown, exposing her to the elements.

Her street clothes were stuffed in plastic bags and dropped at an open-air bus stop. The woman who is visibly sick also seems to have a speech impairment.

Baraka said he's been in regular contact with the 22-year-old woman's mother, who is grateful for his intervention, since his video went viral. "This video is now the voice for her, because as you see in it, she was not able to speak for herself". Her mother stated that she is now being taken care of by family. He said he went and asked a security guard outside the hospital for a supervisor and was told "I am the supervisor".

"Part of the challenge that we face and the responsibility that we have is to take on those challenges of both healthcare delivered and, the best that we can, address the social needs of our patients as they come into the organization and when they leave", Suntha said.

He then went and tried to help the woman shelter in the bus stop while calling 911 for an ambulance.

Baraka called authorities and the woman was returned to the University of Maryland Medical Center.

No further information about the patient or her care was available, Clough said.

He said the hospital must own what happened to this patient, but said they also must "learn from this failure" and ensure it does not happen again or be allowed to define them. "They put her in an environment where she could have literally ended up dead because it was cold that night", he said.

"We share the shock and disappointment of many who have viewed the video showing the discharge of a patient from the Emergency Department of UMMC Midtown the night of January 9", Lisa Clough, a spokeswoman for the hospital, said in a statement.

According to Dr. Suntha, the incident is now under an internal investigation and review of discharge policies.

"This includes re-examining our policies and procedures to better understand where the breakdown occurred regarding this patient's discharge", Clough said in a Friday email. Following the shameful incident, The University of Maryland Medical System said it has opened an investigation into the incident.

"OK, fix it", Baraka said.
