In Kansas, deadly hoax provokes thorny question

The individual who allegedly made a fake emergency call to Kansas police last week that summoned them to shoot and kill an unarmed local man has claimed credit for raising dozens of these unsafe false alarms - calling in bogus hostage situations and bomb threats at roughly 100 schools and at least 10 residences.

The term "swatting" refers to when an individual will call a police station with a phony, high-risk situation in an attempt to have a heavily armed unit converge on the premises in the name of a 'prank'. After being released, he was arrested again for violating a protective order, and despite being sentenced to one year in prison, was released in August 2017, according to The Daily Beast.

She also asked when the police would return their belongings, which include two cell phones and a computer, seized from the house and whether the local district attorney's office was looking into criminal charges against the officer who shot her son. Wichita authorities say the man was shot when he lowered his hands toward his waistband.

"It is sort of a fact of the world we live in now that it is very hard to bring charges against police officers unless there is glaring negligence and misconduct", Cross said. Lisa Finch said her son didn't even play video games, and the house where he lived didn't match the alleged description in the hoax call to police. Finch died a few minutes later at a hospital. "It should be a crime", the victim's mother, Lisa Finch, told CNN affiliate KAKE. "[The officer] took me, my roommate and my granddaughter, who witnessed the shooting and had to step over her dying uncle's body".

Andrew Winningham, eSports coordinator at Butler Community College, said gamers are debating whether police were justified in shooting Finch.

Firefighting conditions were extremely hard given the freezing temperatures, icy ground and snow-caked sidewalks. As part of a regular rotation, LeTourneau was to be transferred to Engine 44 in Mantua on his next working day.

The Wichita Eagle reports that Wichita Police Chief Gordon Ramsay vowed Tuesday for a "thorough review" of the death of 28-year-old Andrew Finch.

The goal of such hoax calls is to get a SWAT team to respond, although Ramsey said none of the officers at the scene were SWAT team members. The FBI reports that there are approximately 400 such false emergency calls every year.

On Friday authorities in Los Angeles arrested 25-year-old Tyler Raj Barriss, who is thought to be known online as "SWAuTistic". He was being held without bail. People make the false 911 calls and then watch what happens next online.

The man shot and killed by police was unarmed. Despite several years of protests demanding various reforms, including the use of body cameras such as those worn by the Wichita officers, the death toll in the brutal national killing spree by police officers has exceeded 1,000 for the fourth year in a row. No one else was injured during the incident, police said.

Following quickly after the Finch killing, another Wichita police officer almost killed a 9-year-old girl in her family's home Saturday night.
