United Nations chief says sanctions key to denuclearise North Korea

United Nations Secretary-General Antonio Guterres said Thursday that Security Council members must unite to denuclearize North Korea, warning that the worst case scenario would be "sleepwalking" into war.

During talks at the Prime Minister's Office, Abe explained the government's position of raising pressure to the maximum against North Korea to make the country change its policy.

U.S. Secretary of State Rex Tillerson has said Washington is open to possible talks with North Korea but the White House says it must refrain from provocations and take "sincere and meaningful actions toward denuclearization".

"Abe also called for Russian Federation and China to cooperate in enforcing worldwide sanctions against North Korea", Chang said, noting that the economic impact on Pyongyang will be tremendous.

Japanese police said December 14 they had carried out several raids, reportedly in connection to alleged shipments of food to North Korea that would contravene sanctions.

Later that day, Guterres told a news conference at the Japan National Press Club in Tokyo that the recent visit to Pyongyang made by U.N. Undersecretary-General for Political Affairs Jeffrey Feltman was successful, although noted that "it is hard to immediately measure" the result of diplomacy. "But I think the message was clear, and the message was delivered". He also warned: "The worst possible thing that could happen would be for us all to sleepwalk into a war". Feltman's visit was made upon North Korea's invitation.

"Unity of the Security Council is crucial on this", he said, adding that it is also important to allow for diplomatic engagement toward a peaceful resolution. To this, Guterres said, "We can only mediate when both [parties] accept our mediation".

"We fully agreed that the denuclearisation of the Korean peninsula is indispensable for the peace and stability of the region", Abe said.

"(Abe) reiterated that North Korea's nuclear armament is not permitted in any circumstance", Hong said, noting that Abe supports every option that President Donald Trump has given.

When asked if he had an intention of visiting Pyongyang himself, Guterres answered, "I'm ready to go anywhere at any time where it is useful". Abe and Guterres are believed to have discussed the outcome of his dispatch during Thursday's meeting.
