Moon told the U.N. General Assembly sanctions were needed to bring Pyongyang to the negotiating table and force it to give up its nuclear weapons, but Seoul was not seeking North Korea's collapse and the worldwide community was ready to help the country if it stood on the right side of history.

It followed Pyongyang's test on September 3 of what it claimed was a hydrogen bomb that can be fitted atop a ballistic missile with intercontinental capability.

In May, Seoul announced its move to spur civilian inter-Korean exchanges and assistance, but North Korea has rejected them, citing the South's support of United Nations sanctions.

The United States has considered the possibility of shooting down any missiles launched by North Korea, including those that do not pose a direct threat. "Rocket Man is on a suicide mission for himself and for his regime".

For his part, hawkish Japanese prime minister Shinzo Abe has said he would "never tolerate" the North's "dangerous provocative action" and has urged the global community to ramp up pressure on Pyongyang.

A week ago, the 15-member UN Security Council unanimously adopted its ninth sanctions resolution since 2006 over North Korea's nuclear and ballistic missile programmes.

Meanwhile Russia and China have also begun naval exercises not far from the Russia-North Korea border, to the north of Japan.

"I speak with confidence that this is a moment to invest in the Korean economy, which is making another leap forward", Moon said, adding that his government's vision for inter-Korean economic cooperation will also bring peace to the peninsula and the region.

Publicly, the South Korean government described Trump's speech as an expression of how serious the United States views the North Korean nuclear challenge.
