A United Nations inquiry said Wednesday that it collected enough evidence to accuse Syrian government forces of a deadly chemical weapons attack in April that left dozens of civilians dead and hundreds more wounded. But that conclusion, reached by a fact-finding mission of the Organization for the Prohibition of Chemical Weapons (OPCW), did not say who was responsible. Many of us did not believe Obama when he assured us that the deal with Russian Federation would end the threat of chemical weapons being used on Syrian civilians.

The panel also said USA air strikes on a mosque in Al-Jina in rural Aleppo in March that killed 38 people, including children, failed to take precautions in violation of global law, but did not constitute a war crime.

"Government forces continued the pattern of using chemical weapons against civilians in opposition-held areas".

The report, which also documents violations by al Qaeda's branch and other militant groups in Syria, said the commission is gravely concerned about the impact of coalition air strikes on civilians in Raqqa, where USA -backed Syrian forces are battling the Islamic State.

At least 83 people, a third of them children, were killed and almost 300 wounded in the attack on Khan Sheikhun, a town in the opposition-held northern province of Idlib, it said.

The Khan Sheikhoun attack was just one of 33 chemical weapons attacks that it has documented.

The investigators also appealed to the USA -led coalition to better protect civilians as it strikes at Islamic State militants in the east.

The investigators revealed that the Assad led Syrian government's warplane dropped sarin on the town in Idlib province, killing more than 80 civilians.

"We have analyzed all the other interpretations" of who might have conducted the attack, commission chairman Paulo Pinheiro said at a Geneva news conference.

The report is the 14th by the commission and covers events from March to early July, based on interviews with Syrians, satellite images and examinations of photos and videos.

August 7, 2015: The UN Security Council agrees to form a panel of experts to investigate chlorine attacks in Syria. A number of local truces, including the so called "Four Towns Agreement", incorporated evacuation agreements which resulted in the forced displacement of civilians, a war crime.

At least 38 people were killed in the attack, including a woman and three boys ranging from 6 to 13 years old.
